Step Four: Develop Tools to Collect Data and Administer Them

Once your collaboration has determined the methods it will use to collect information, the next step is to develop the actual tools or instruments that will be used. The most important guideline is to keep them simple and accessible. Long and complicated instruments can overwhelm intended users and discourage their participation. Moreover, shorter, more straight-forward instruments are easier to develop and analyze, saving your collaboration time and money.

  • Ask only for the information that you need.
  • Be precise, and ask for one piece of information at a time.
  • Group questions by topic.
  • Start with relevant non-threatening questions.
  • Keep it short and simple.

Once your collaboration has developed a draft of the instrument, your collaboration should compare the instrument to the original plan for the needs assessment to make sure that it only includes the essential information needed to answer the questions asked in the needs assessment and that it is in-line with the agreed upon vision for the needs assessment.

Once the draft instrument has been finalized, your collaboration should administer it according to the process that your collaboration has developed and agreed upon.
