There may be many ways in which public funds can be used to fund transportation for individuals who are transportation disadvantaged including people with disabilities. But there are often problems making the programs work and frustration levels are high in states that depend upon federal funds to meet these transportation needs. Some states have created in-state funds to address the problem.

Florida found that in fiscal year 2004, 56 million trips were provided to people classified as “transportation disadvantaged.” Transportation resources for people with disabilities need to fulfill the needs of survivors who may be in rural areas and/or may be cash poor. The difficulty of providing transit in rural and suburban areas of Florida led disability advocates to win a statewide resource pool to fund individual trips when people cannot afford them. This statewide resource pool is able to track under-programmed areas and identify regional need and transit routes. Each year through better planning it hopes to reduce the number of trips individuals could not make. Not every state has developed such programs, but some regional areas have looked at alternative financing.
